Patricia N. Saffran   E-bikes, and motorized scooters and pedicabs were supposed to be the City’s answer to reducing cars in Manhattan, the green fantasy of City Hall. Now, many bike lanes later the City is reeling from the accidents and deaths that they’ve caused.
